Powered by mature and robust virtualization technologies, both public and private cloud initiatives are well underway or implemented at best of breed enterprises and solution providers. The reson that you build a shared service center is often to ensure competency but also to optimise cost. In order to validate if the implementation meets expectations you would need to set a clear BC before you start off.
For the IT Department to become a full fledged business partner with the means (and the ends) to deliver to the business strategy together with the professsions (business lines) we need to instore Total Cost of Ownership (TCO) with Cost, Consumption and Chargeback as point of departure (to ensure the necessary means and ends).
